t.cttsrv.com. Can no one stop this?

I have ran multiple malware, adware, and registry scanners. I have also deleted and reinstalled Google chrome. But STILL t.cttsrv.com forces popup ads on my browser, and redirects me to other sites. I have searched and searched but apparently no one has an answer.
